Title of Position:
Human Resources Manager

The Human Resource Manager will be heavily involved in the overall administration, coordination and evaluation of the human resources function. The focus of this position will be recruiting, state and federal compliance, data and document management, HIPAA compliance, training and labor relations, but will perform generalist duties as needed. This position reports to the Vice President of Human Resources. Essential Functions Recruit for various positions company-wide Assists in the development and implementation of personnel policies and procedures Coordinates payroll deductions for mandated support notices Manages HIPAA and Affirmative Action Program compliance Manages E-Verify program and I-9 compliance Oversees HRIS systems (processes enrollments, terminations, changes, etc.) Responsible for records management and compliance including personnel files Pre-screens all candidate resumes and applications, and sends preferred/qualified applicants to hiring managers for review Updates or creates job descriptions as needed Advises management on employee relations issues Recommends new approaches, policies and procedures to improve efficiency and improve service Resolves employee relations issues to include conflict resolution, wage complaints, employee disputes, attendance issues and general questions Ensures compliance with federal and state regulations concerning employment and benefits Communicates changes in policies and procedures and ensures proper compliance Consults with legal counsel as appropriate, or as directed by management Participates on committees and special projects and seeks additional responsibilities. Assists with benefit programs and enrollment meetings/presentations and communication Other duties as assigned Qualifications Highly detail oriented and organized in work Excellent communication, presentation, and interpersonal skills Ability to act and operate independently with minimal direction to accomplish objectives Operational knowledge of payroll policies, regulations and procedures and a working knowledge of health and welfare benefit plans, including policies and regulations Ability to work cooperatively and collaboratively with all levels of employees, management, to maximize performance, creativity, problem solving, and results Knowledge and ability in the use of a personal computer and software applications (e.g. Microsoft Word, Excel, Access, PowerPoint, etc.) Mathematical concepts such as cost calculation, fractions, percentages, and ratios Education/Experience BA/BS Degree in related field (HR, Business Administration, etc.) required SHRM or HRCI certification preferred (or willing to complete within 12 months) 7+ years of progressive experience in a Human Resources environment Multiple state and location experience preferred Travel Local and national travel up to 15% Physical Demands The Administrative Services physical job demands include maximum occasional lift of 5 lbs from floor to 33 inches; maximum occasional carry of 5 lbs for 200 ft; maximum occasional horizontal push/pull force of 5 lbs; frequent forward reach of 30 inches; occasional lateral reach of 12 inches; occasional reach overhead of 75 inches; occasional bend; constant neck flexion; constant fine motor coordination; constant sitting; occasional standing; and occasional walking.
